Mutegeki Cliff Agaba is a digital transformation specialist with a strong foundation in digital adoption consulting and a growing footprint in the design and governance of Digital Public Infrastructure (DPI) and Critical Internet Infrastructure. With a passion for inclusive technology, Cliff has helped organizations and communities leverage digital tools to improve efficiency, service delivery, and civic engagement.
His work has evolved to focus on the foundational systems that enable equitable access to the internet and public services — including identity, payments, connectivity, and domain infrastructure. Cliff is actively engaged in Internet governance processes, advocating for open, secure, and multilingual digital ecosystems in Africa. He has contributed to initiatives advancing Universal Acceptance, youth participation in policy-making, and digital equity for marginalized communities.
Cliff brings a multistakeholder lens to every project he leads or supports, working across sectors to bridge the gap between technology and development outcomes. He is also a speaker, strategist, and fellowship alumnus passionate about building a digital future that works for everyone.
Most of Mutegeki Cliff Agaba’s work sits at the intersection of Digital Public Infrastructure, Critical Internet Infrastructure, and Digital Policy. His advocacy is rooted in advancing digital literacy, digital trade, and digital rights, with a strong commitment to connecting the unconnected and equipping individuals and businesses with essential digital competencies. He brings hands-on experience in internet policy, multistakeholder engagement, and infrastructure governance.
Currently, Cliff supports strategic initiatives that promote inclusive digital systems — including digital identity, secure payment platforms, and resilient internet infrastructure. His focus is on building awareness, shaping policy, and facilitating community participation in the governance of foundational digital tools.
He previously served as Vice President of the Internet Society Uganda Chapter and was also the Chapter’s representative to the ISOC Chapter Advisory Council. Earlier, he held roles as Secretary for Special Interest Groups and Chapter Training Coordinator during the 2020 Internet Society Chapter Training Program. Over the years, he has been both a participant and organizer in Uganda’s Internet Governance Forums and regional multistakeholder processes.
With ICANN, Cliff is a member of the Universal Acceptance Steering Group’s Communications Working Group and previously served on the AFRALO Operating Principles (Individual Membership) Working Group. His continued participation in global internet governance reflects his dedication to building a digital future that is open, multilingual, inclusive, and secure.
